[IBL] Newsletter deadline correction

I erroneously put in the last newsletter that week 22 results are due
9/27.  I meant to say that week 22 *transactions* are due 9/27.  Week 21
results were due last night, and there is now an off week.

Mon 9/19 - week 21 results due
Mon 9/26 - all outstanding results/boxes due, IP penalties to be applied
Tue 9/27 - week 22 transactions due, IBL trade deadline
Mon 10/3 - week 22 results due
Tue 10/4 - week 23 transactions due

Also, if you are a potential playoff team, please send a playoff roster
within the week after the trade deadline so we can verify you can field a
legal roster.  You will be allowed to modify it
if you want when the playoffs start.
