[IBL] 2023 IBL Free Agent Draft Lottery

Hi all,

It's a 34 degree cloudy day in Lake Geneva, so what better to do than plan
for the 2023 IBL Free Agent Draft Lottery?  Participation has been scarce,
but hopefully we'll get more people rolling their own fate this year.

In order to hopefully avoid anyone's Thanksgiving weekend plans/travel,
we'll set the date for *Sunday, November 20th at 9:00 pm central time* on
irc in the "draftlottey" room.  We'll go in descending order from tier 3 to
build the suspense.

Continuing the tradition of switching off, you'll want to roll HIGH rolls
this year.  Please join the room early and set up your scripts or whatever
you need to do for rolling, and test it ahead of time.  You can roll
"practice" rolls ahead of time, but once the lottery officially starts, you
get one roll and that's the one that counts.  I'll roll for teams for which
owners are not present.

As Rusty pointed out in the newsletter, these are the tiers for this year's
lottery:

Tier 0:  BAL, CAN, EVE, KAT, ODM, POR, RRG, SFP, SNH
Tier 1:  MAD, SCS, SFL, SKY
Tier 2:  BOW, GTY, MCM, NJR, NYK, OXY, PHI, SLG, WMS
Tier 3:  SDQ, SEA
