[IBL] IBL: First CAN offseason trade flier

The season is in the books and CAN has some players we are trying to move:
BAL Mateo SS:  Weak bat, but very strong baserunning (AL SB leader) and (probably) defense. I have given up trying to project defensive ratings in general but he is so strong on *all* the advanced metrics (for instance, Jorge Mateo Deserved a Gold Glove) that it is very likely his ratings should be good. I have Adames at SS so I don't *need* Mateo but if I don't get a pretty good offer for him then I will just keep him around as a defensive replacement/designated runner and see where things go. At the very least, pinch running him 80-100 times will be *fun* and so that is worth enough not to let him go at a cut rate.

TOR Biggio: Currently a large piece of my cobbled-together 2B situation but I could see moving him in the right deal. He had an off-year which will merit some discount but I am not selling completely low.
BOS Dalbec: Off year, but interesting because he qualifies full time at 3B in addition to 1B. Has value as a vLH platoon bat and BOS still thinks he has a future. 

CHN Bote: 2B with 819 OPS vs RH in somewhat limited AB

MIN Garlick: vL platoon LF
Also could move some RP: Crismatt, Garcia most likely.
I'll listen to offers for anyone else, but Gausman, Ray, Freeman, and Arenado are very unlikely to move under any circumstances.

My needs are SP, OF (LF particularly), bats that could DH, and improvement at 2B. Picks are always welcome but I am most interested in either '24 picks or trading my current picks up.
