[IBL] LAN Bauer SUSP ruling

Trevor Bauer, as you are all probably aware, missed half of last MLB season
(in fact, it was after exactly 81 games) due to a de facto suspension
framed as administrative leave.  The following is how we will handle the
situation in this year's IBL season:

His card will have a SUSP rating, and if it is triggered during the season,
he will be placed on administrative leave for 81 days and be ineligible for
the postseason.  This matches the penalty he received in MLB.  If there are
still games remaining after the 81 games are served, he is allowed to come
back and pitch in regular season games, but not in the playoffs.

He can only be penalized this way once this year, and it will only affect
the 2022 IBL season and will not carry over.  If he misses any games due to
suspension or other penalty in this year's MLB season, he will get a symbol
on next year's card.
