[IBL] consistency edits to Constitution

These edits make the Constitution consistent with the schedule regardless  
of format.

2.1.8   Weather
- removed specific month/week references, this information is always  
available on the ibl.org website

2.1.9   Game Times
- removed references to specific days of the series, instead establish the  
time of the last game of the series vs. the other games of the series

2.1.10  Rainouts
- removed references to specific days of the series, instead specify using  
the off day or final day of the series

3.2.1   Active Roster
3.2.2   Inactive Roster
3.3.1   Playoff Roster
4.2     Trades
4.3     Free Agent Signings
4.4     Player Releases
- removed references to specific weeks, instead reference the trade  
deadline since that was the actual demarcation point
