[IBL] week 1 active rosters & MIS

You can now start sending in active rosters for the opening week of the  
season.  Currently all carded players are listed as active, so to simplify  
things for processing please specify the 10 players who will be inactive  
for week 1.  If you change your mind you can always submit additional  
activations/deactivations anytime before the start of the regular season.   
Also, please ensure that you have a MIS uploaded to Dropbox.

The website has been updated with the new schedule.  This year we are going  
to try out a new schedule format.  The regular season will be shortened to  
25 weeks and the number of real-time off weeks has been dropped to 3,  
reducing the overall length of the season by 3 weeks.

Inter-conference play has been dropped (like last season) and those 12  
games have been replaced by additional games played vs division opponents.   
Weeks 4/5, 12/13 and 24/25 will be 4 game series against divisional  
opponents instead of the standard 3 game series.  A real-time off week will  
follow these two weeks of 4 game series as an accommodation, effectively  
providing 3 weeks to play 16 games against the same 2 opponents.  The  
All-Star break will be between weeks 13/14 and the final real-time off week  
will coincide with the trade deadline prior to week 22.
