[IBL] IRC Chartbot

Hello friends,

As an off-season project spurred on by a discussion with Sean, I have been working on an IRC bot that can do chart lookups for you.

The first two charts have been the IFR and OFR charts. 

For example, you roll up an IFR result. In channel you would do the following:

.c ifr rsp

followed by asking rollbto to roll two dice

.r 2

and the chartbot looks at the roll you just made, and would tell you what the play is:

ie:

.c ifr rsp
.r2
rollbot> MADMan rolled: 85
chartbot> In the hole 3B

Automation is supposed to help us, not replace us! As I build out more functionality I will update the league. Hopefully this helps speed up games. The next thing I plan on automating is deep fly distances. The command would likely look similar to this:

.c dist ex
.r2
rollbot> MADMan rolled: 29
chartbot> Distance is 7
