[IBL] end of season cuts

I would have sent this out earlier but I was sick all of last week.  Final  
decisions on cuts are due on Dec 15.  All players who did not make usage  
will be automatically removed from the rosters so you really only need to  
list cuts of players who made usage.  If you believe you should be allowed  
to retain a player who did not make usage you should make an appeal and get  
a ruling prior to Dec 15.

Please send your cuts to <transactions at ibl.org> as per standard in-season  
procedure.  You may now also trade players who made usage.

I have not yet added 2024 picks to the rosters but will take care of that  
shortly.  I'm still waiting for Retrosheet to release the 2022 MLB event  
files, so the rosters will not be updated with 2023 IBL names until that  
happens.  The pick-by-pick portion of the draft is now open, feel free to  
announce your selection just understand that drafted players will not show  
up on your roster until after everything is updated for 2023.
