[IBL] Reminder to vote and send week 1 inactives and rotation

Ballot item 2022-3 has passed, with 17 YES votes, 2 NO votes, and 5
abstentions.  So it will be added to the rules effective immediately.

2022-3) Change the FA signing rules so that teams that release a player
cannot immediately re-sign the same player the following week unless all
the other teams passed on signing that player.  This makes releasing a
player work more like MLB waivers.
