[IBL] Week 11 Extension

With over half of week 11 results still outstanding, I'm going to extend
the deadline by a week.
Please get all results in by Monday, September 27.  If you are unable to
finish by then, let me know right away and I will find someone to play the
games.  We don't want to delay the playoffs.  I will be playing BAL's week
10 series to help them get caught up.

Tonight will still be the final transaction deadline.  The only moves
allowed will be picking up players who have already made usage (and are
therefore potential keepers), and corresponding drops.

I will also be sending out how we will handle potential multiple-team ties
for the final playoff spots.
