[IBL] 2022 IBL Free Agent Draft Lottery Results

Here are the results of the draft lottery.  It was logged with rolls in the
#draftlottery room.  We went tier 2/1/0 for more suspense - BOW is the only
team in tier 3.

A couple of rolling tidbits:

The last roll for tier 2 was PHI, so all 7 previous rolls were 456 or
greater.

For tier 0, since RRG, KAT, and EVE were the only owners present for that
tier, they rolled the last 3 rolls.  As rollbot would have it, I rolled the
009, 073, and 125 for the absent teams.  CAN's 125 was the first roll of
the tier, and I think everyone assumed he had the first overall - until
rollbot struck with the 009 and 073, and Jerry rolled 108 for RRG.

I'll have the full spreadsheet for the first 9 rounds (trades included) out
soon, probably tomorrow evening.
