[IBL] reminder about GRS submissions

If you send your GRS/results to <results at ibl.org> and it passes through the  
statchecker without errors the system is supposed to automatically forward  
copies to all of the required recipients (opponent, next week opponents).   
In theory, the benefit of sending email addressed just to <results> is that  
if multiple submissions are needed to correct errors the automated  
recipients will only receive the final, accepted GRS.  If for some reason  
you think the automated system is not sending copies to the appropriate  
people please let me know.

While it is also possible to submit your GRS directly to <stats at ibl.org>,  
this does not send copies to your opponent or next week opponents.  If you  
do this you'll need to make sure you're also forwarding to everyone who  
needs a copy.  Generally, it is not recommended to send directly to  
<stats>, though this may be preferable in situations where you're  
correcting an older GRS with REDO.

Additionally, when processing transactions I only look at mail sent to  
<transactions at ibl.org> and <results at ibl.org>.  Do not send anything to the  
<registrar at ibl.org> address, as we no longer have an individual acting in  
that capacity.
