[IBL] draft ballot on wiki

There is a draft of the upcoming ballot on the wiki:

Please review and contact the League Officers directly if you see a problem  
or potential unintended consequence with any of the proposals, or if there  
is something missing that needs to be addressed due to the shortened MLB  
season.  The goal is to finalize the draft by the end of the week, after  
which the ballot will be closed to changes and a vote will be scheduled.

Please wait until after the ballot has been finalized and the official  
voting process begins to debate the merits of proposals on the list.
