[IBL] 2021 card ratings

Right now it is starts & estimated defense(* see below). I'll try to get  
the baserunning and arms posted over the weekend.  Unfortunately I am  
running into many annoying one-off problems with this season (surprise!).

* FanGraphs did not publish Inside Edge fielding for 2020, which was one of  
the two data sources for defensive range ratings.  Now that MLB has  
Statcast fielding data for infielders as well as outfielders I am going to  
try to incorporate that as the second data source.  However, there's zero  
chance the new model will be functional before lists are due.

In order to go into the draft with some useful info on defense I hacked my  
old model to generate estimated ratings based on FG UZR only.  I sorted  
those ratings into 3 buckets (good, average, and poor) and that is what  
you'll see in the posted file.  I'd expect a "good" defender would end up  
no worse than average after Statcast is incorporated, and conversely a  
"poor" defender would end up no better than average.  It is of course  
possible there are some strange edge cases.

When I've successfully integrated Statcast data as a second source I may be  
able to further refine these groupings in time to be of use for the draft.   
If so I will publish an update.  Meanwhile, I'm going to concentrate on  
completing other ratings that look like they need less massaging for the  
goofy season.
