[IBL] off-season trade reporting

Please report your trades initially via the standard process: send email to  
transactions and CC your trade partner who will then confirm via  
reply-all.  After confirmation, if the trade affects upcoming draft picks  
then one of the owners involved should forward the details to the mailing  
list so the rest of the league knows which pick(s) have changed hands.   
Otherwise is not necessary to announce trades on the mailing list, though  
if you feel your trade is newsworthy then you're always welcome to write  
something up and send it out.
