[IBL] Uncarded Players Ruling

In a normal season, carded players who were uncarded the previous season
must be kept active until week 8.  Since our season is only 40% the length
of a normal season, we'll scale that requirement proportionately.  So
affected players must be kept active until week 4 (meaning they can be
deactivated after week 3 is complete).

The following players are affected:
