[IBL] Ballot Results

Here are the results of the off-season ballot.  The applicable changes have
been made to the IBL Constitution.

Items 1, 2, and 3 apply only to the 2021 season, while the other changes
will continue to subsequent seasons.

BALLOT RESULTS
2021-01)  B  (11-week balanced schedule, top 7 teams in each conference
make playoffs)
2021-02)  A  (active roster for regular season will be 26 players; no
two-week inactive requirement)
2021-03)  A  (active roster for playoffs will be 26 players)
2021-04)  B  (we will use the MLB rule that a pitcher must face 3 batters
or finish inning)
2021-05)  YES  (release deadline moved from November 30 to December 15)
2021-06)  NO  (change to draft position for IBL champion, didn't pass)
2021-07)  YES  (penalties for results two or more weeks late)
2021-08)  NO  (option to serve TEST/SUSP at beginning of season, didn't
pass)
2021-09)  YES  (late results at end of season affect signing priority for
FA at start of next season)

And the vote tallies.  Items 5 to 9 required two-thirds approval, so items
6 and 8 did not pass.
