[IBL] 2020 charts available

updated park cards and the new charts (rev 2020a) are available:

If someone has the time to cross-check page 8 of the charts vs the park  
cards that would be quite helpful.


CHART CHANGES
Fixes:
- changed "SB + E2?" to "SB + E?", added note to use 1B rating on pickoff

Mods:
- increased frequency of catcher interference ! play
- increased frequency of SB + E?
- infielder playing "in" may throw home on IFR "DIVING STOP"

New:
- E! grass/turf plays merged into single chart, ratings now Pr/Av/Ex
