2020 IBL Midseason Ballot

This ballot includes two official ballot items which will modify the IBL
Constitution
if they pass.  It also includes non-binding poll questions which are
intended to gauge
opinion on how next year's season should be handled.  Please vote Yes or No
on the
ballot items.  For the poll questions, choose/rank your options and add any
comments you wish.

Add To Section 0 [SPECIAL RULES FOR 2021 IBL SEASON]:

0.x (TBD)   DRAFT PICK DEFERRAL

Teams may choose to defer picks in the 2021 Free Agent Draft to the
2022 Free Agent Draft.  A deferred pick will be inserted into the same
spot in the 2022 Draft, moving all other picks in the round back 1 spot.
(ex: 1-10 2021 deferred becomes 1-10 2022, moving 1-10 2022 to 1-11)

Pick deferrals announced prior to February 1st 2021 will be removed from
the draft order, effectively being replaced by that team's highest remaining
unusable selection.  Pick deferrals announced while drafting by lists in
Feburary will be treated as a PASS.

Only picks in the first three rounds of the 2021 draft may be deferred.

Rationale:  There is a lot of uncertainty about the quality of the 2021
draft pool, which means there's also a lot of uncertainty about the value of
everyone's picks.  Allowing early 2021 picks to be deferred will mitigate
the downside should it turn out the draft pool is substantially weaker than
usual.

Add To Section 0 [SPECIAL RULES FOR 2021 IBL SEASON]:

0.x (TBD)   UNCARDED PLAYERS

If the 2021 IBL season is played with cards based on the 2020 MLB season
only carded players will count toward the roster limit.  Teams will be able
to carry an unlimited number of players who were uncarded in 2021 [UC21].

Rationale:  We have no idea how many players are going to opt out of the
2020 MLB season, nor are we certain of the PA/IP cutoff to be carded.  It
seems likely we'll have a lot more uncarded players than usual while also
playing a season where it's even more important to have a full contingent
of carded players.

What length of MLB season would be required in order for you to want to
play the 2021 IBL season with cards based on 2020 MLB stats?
(a) full season (60 games) or very close
(b) 45+ games (3/4 season)
(c) 40+ games (2/3 season)
(d) 30+ games (1/2 season)

POLL Q #2
Assuming MLB achieves your required length of season, how many games do you
think we should play in the IBL with cards based on those stats?  Rank
these options in the order of preference:
(a) A standard 162 game IBL schedule with all limits fully pro-rated
(b) IBL schedule closer to the length of the actual MLB season, with normal
playoffs
(c) IBL schedule closer to the length of the actual MLB season, with
expanded playoffs (additional playoff teams and rounds)

POLL Q #3
If MLB does not play enough games to use cards based on 2020 MLB, rank
these alternatives in the order of preference:
(a) I'll sit out the season
(b) play a vintage MLB season that does not impact IBL history
(c) play using the 2020 cards with rule modifications to increase
competitiveness
(d) something else (please describe)
