[IBL] Offseason Ballot Results

LAD did not submit a ballot and will be considered an abstention.  This is
fine since it has a new owner and is still considered to be in caretaker
status.  It also doesn't affect the results.


2020-1)  MLB relief appearances of 18+ batters will count as a start for
starts/limits purposes.

YES:  18
NO:  5

PASS


2020-2) Outfield starts in left/right field will be equal to the largest
amount
qualified at either position

YES:  6
NO:  17

FAIL.  This may be reconsidered on a later ballot after some more
discussion and revision.


2020-3)  More flexibility for Commissioner to determine game schedule

YES:  20
NO:  3
