[IBL] Draft Lottery

All,

I've volunteered to do the draft lottery again this year.  Last year was
low rolls, so this year *you are looking for high rolls*.

When:  Sunday, November 24, 7:00 pm central time
Where:  On irc, in the room titled #draftlottery

Make sure you come in a few minutes early and get your test rolls out of
the way, once the draft lottery starts there will be no test rolls.
I will roll for teams without an owner present.

The tiers are as follows (double-check your placement and let me know if I
made an error BEFORE the lottery).  If someone wants to check all of them,
please do.

0 Tier - KAT, MAD, SLG
1 Tier - BAL, BOW, CAN, COU, EDG, GTY, NJR, NYK, OXY, SCS, SDQ, SFP, SKY
2 Tier - LAD, MCM, PHI, SEA, SNH, TRI, WMS
3 Tier - POR (I guess we know the result of this tier already)
