[IBL] Playoffs are set

The final playoff spots have been determined.

Sandy Leon curled a deep fly just inside the foul pole for a walk-off 3-run
homer in the bottom of the 9th in game one of the BAL at GTY series.  With the
victory, GTY claimed the second NC Wild Card spot.

In the AC, POR needed to play a rainout makeup game against OXY to decide
their fate.
The game was tied at 2 in the 5th inning when Portland broke out with six
consecutive hits to take a 7-2 lead.  They tacked on a few insurance runs
later and cruised to a 10-2 victory which put them a game ahead of WMS and
allowed them to claim the second AC Wild Card spot.

BOW and POR can now begin their Wild Card series whenever they are ready.
Once GTY and SNH have finished their remaining regular season games, they
can begin.

The AC uses Schedule A this year and the NC uses Schedule B.

Since POR's makeup game was at home, the pitching usage for that game is
not relevant.  POR uses their previous road pitching usage for rest
purposes as they begin the playoffs on the road @BOW.
