[IBL] completed cards

1)  I'll probably declare them final tonight unless any issues arise.
2)  I was planning to have Tuesday the 2nd as the last transaction deadline
before the season starts.  If you and your opponent aren't making any
transactions that affect your active roster, you can start early.
