[IBL] MLB rules changes for 2019/2020

Seriously though, it doesn't appear that any of the rule changes taking
effect this year in MLB would be applicable to our league.  There are All
Star voting changes, the Home Run Derby thing, and a change to a single
trade deadline (which we already have).

Next year they will add a 26th active roster spot and the rule that a
reliever must face 3 batters or finish an inning.  Those rules we will
likely want to adopt, but we would probably wait a year since we use cards
generated from the previous season's rules and stats.
