[IBL] Help Using GRS on Windows 10

Thanks to Doug and Mike who both informed me that I needed to type
something, anything - such as  “GRS xxx at YyygZ” - after GRS in CMD.

Now to enter some game data of a very exciting MAD at COU matchup in game 1 of
the week 8 matchup.
