[IBL] Another PAD/BAL trade

Just a reminder, you don't need to include the whole IBL list when sending
in a trade, unless it involves an upcoming pick.
Although a few people may get excited hearing about 8th and 9th round picks
being exchanged, others might not...  :-)

Another reminder -- when trading picks, please use the official name of the
pick, with the original owner and the year -- for example, "PHI#8(19)".
This is how they are tracked in the rosters so it makes it much easier to
process the trade.
