[IBL] post-draft trades/transactions

If you've agreed to a trade during the draft you can report it to  
<transactions at ibl.org> once all the pertinent selections have been made.   
If the cumulative effect of your trades causes your team to have more than  
35 players you must also submit a list of players to release to get back to  
the legal roster limit.

I'll send out a transaction report with all the reported trades sometime  
after I get back from Hawaii on March 3.  Weekly transactions will then  
commence, with the first official deadline being Tuesday 3/12 (first  
opportunity to sign free agents).
