[IBL] Additional appeal

I have accepted a late usage appeal from BAL.  He did not realize until
after rosters were updated that DET McCann finished 1 PA short of 75%.

There was at least one instance of McCann being pinch hit for in an MIS
game (week 25, game 3 @ SKY) when BAL's MIS did not have instructions to
pinch hit for him, and in fact the instructions explicitly said to leave
him in for defense.

Therefore I am upholding the appeal, and BAL may retain DET (now CHA)
McCann.
