[IBL] Week 27 Extension

I'm extending the deadline for week 27 by a week since so many results are
not in yet.
(This seems to happen for week 27 every year, so it's not too surprising.)
Everyone should have all of their regular season results caught up and sent
in by Monday, November 12.

Last year's playoffs dragged on forever, and I want to avoid a repeat of
that.  So I will be enforcing the schedule outlined in the
Constitution.  The Wild Card round will start as soon as possible following
the regular season (depending on whether tiebreak games are necessary), and
Wild Card series results will be due within two weeks.  Subsequent series
are given three weeks each to complete.
