[IBL] IBL: Something has to change

To those who desire strict deadlines and harsh penalties I suggest putting in some legwork to help find and train prospective new owners.  Without a deep bench of people ready to take over teams it is difficult to enforce deadlines/penalties that would effectively run owners out of the league who have trouble keeping up.  Fix this and a lot of the other problems solve themselves.
