USAGE VOTE

Sean's proposal to change usage calculations to all plate appearances
rather than
at bats plus walks has passed, 19 votes to 0. I am waiving incentive point
penalties
for the teams that didn't vote due to the short notice and the fact that
the result
was not in doubt. I haven't updated the Almanac code to use the new values
yet on the
team usage pages, but will do so when I get a chance.
