[IBL] Review Board decision about protest of recent SEA<->SNH deal

After reviewing submissions from the teams involved and those protesting
the trade, the Review Board has decided to uphold the protest of a
recent SEA<->SNH trade.

While the board is aware that this is a trade between two experienced
owners in the league we felt that the trade of an every-day right
fielder for a fringe pitching prospect who is struggling to reach their
potential is unbalanced enough to be over-turned.
