[IBL] post-draft transactions calendar

The draft concludes on Monday 2/27.  Please wait until the following Monday  
(3/6) to submit your post-draft trades.  If a trade pushes you over the 35  
player roster limit you must also indicate which players are being released  
to get back to 35.  The first Free Agent signing deadline will be Tuesday  
3/14.

Mon 2/27 -- 2017 FA Draft concludes
Mon 3/6  -- post-draft trades may be reported
Wed 3/8  -- Transactions report (trades/releases, no FA signings)
Tue 3/14 -- Free Agent signing deadline (11:59pm Pacific)
Wed 3/15 -- Transactions report (all transactions)

I plan to get more ratings published the first weekend of March (3/4-5) and  
have a draft version of the 2017 cards available no later than the second  
weekend (3/11-12).
