[IBL] rosters updated, cuts due Friday

All usage free agents have been removed from the rosters, minus a handful  
of players who were close to 75% and still have outstanding games.  If a  
team is successful with a usage appeal the player will be restored to their  
roster.

You have until Friday (Dec 8) to release any player remaining on your  
roster.  You may also report trades, though they will not be processed  
until mid-December.

Once rosters are finalized I'll run the process to automatically update  
players to their 2018 IBL name designations (e.g. NYA McCann -> HOU  
McCann).  Soon after I'll work on getting out the list of players eligible  
for the 2018 Free Agent Draft and the official draft order.
