[IBL] IRC web client updated

If you try to use the IRC web client you'll notice that it looks different,  
I've installed a replacement on the new server.  It turns out that the  
previous version was making all of its IRC connections from a single host  
in Europe, which is why you could occasionally experience severe lag or run  
into connection count limits.  This new client runs on the server via CGI  
so there shouldn't be any additional lag other than the latency between  
your browser and ibl.org.
