[IBL] change the way usage is calculated?

Larry's email about GRS & Venditte a few days ago got me thinking about those vs LH/RH PA totals in the boxscores generated by GRS.  It wouldn't difficult for me to add some new code to the boxscore checker to use those values to record usage.  Doing this in conjunction with the BF totals in the PITCHERS block would allow us to go to a pure PA-based usage system.  I could then write some code to pull actual MLB PAs (including SF/SH, HBP, etc) to use as 100% for the usage report.  These changes would greatly simplify in-game calculation of usage, since every PA would count (except IBB for pitchers).  The downside is that you could no longer calculate player usage directly from the actual recorded stats.

Technically this requires a Constitutional change, but we could do it as a Commissioner's edit.  There isn't a lot of time to get this in place for the upcoming season, so I only want to do the work if there's an overwhelmingly positive reaction.

So...

1) If you prefer we continue to calculate usage based on the current formulae (AB+BB for batters, 3*IP+H+BB for pitchers) please reply to the list with your objection.  By rule a single objection would table this until it could be voted on, which means that the soonest it could be implemented is for 2017.

2) If you think this is a good idea reply directly to me and Rusty.

If there are no objections and a significant number of people register in the affirmative I'll write the code and get it in place before the end of week 1.
