[IBL] NJR looking for starting pitching

With NJR looking to have a historically bad rotation, we're looking to flip
a draft pick for a mid-rotation starter.

We're not looking for much. Just someone who:
1.) Is better than MIN Hughes/SD Kennedy at keeping the ball in the park
(Most pitchers will qualify here)
2.) Can stay reasonably healthy
3.) Isn't ancient (Bartolo Colon need not apply)
