There is a reason that, aside from the pick-by-list portion of the draft, there is no schedule. Namely, people have varied schedules that make it impossible for everyone to commit to a sustained draft schedule over a two month period. Indeed, it has often been the case that owners have been unable to pick for days or weeks and nobody has begrudged them.  And *in this specific case* I can believe that Billy has every reason to not rush his pick up until now and I don't even want to begin to ask him to justify it.

Similarly, a modest delay to explore trades is universally understood to be a reasonable action.
That said, even absent a formal constitutional framework to schedule the pre-list portion of the draft, it has *always* been understood, as long as I have been involved with the league, that a good faith effort will be made to keep the draft rolling along at a reasonable pace. And part of this good faith effort involves exploring trades and researching potential picks *before* the owner is "on the clock," if possible. While, clearly, there will always be unexpected circumstances (an intended pick disappears, a trade falls through, etc), usually in the past people have tried to work these things out in advance, if possible. I may add that the draft has always been the most enjoyable when it has made steady progress. 

As Alex caustically reminded us, and as I mention above, there are no rules forcing these things to happen. And I wouldn't want there to be. But in the absence of rules, acceptance of social norms have to prevail. And it is not unreasonable that some owners, especially ones who have been involved a fair amount of time and seen how drafts have worked well (or not), can comment on these social norms and perhaps the perceived violation of them.
In particular, HAV has had 36 days to shop this pick and, only now, are these negotiations proceeding. It is reasonable to assume that Billy has had other things going on in his life. For all of us, this is not the highest priority. Indeed, I join Alex in encouraging him to take all the time he needs. That said, one cannot blame people for becoming restive under such circumstances.

For those of you who are grumbling about pace of the draft, you should put forward a change to the constitution and put it to a vote. The draft officially starts in February and HAV does not have to make a pick now. And should not feel "pressure" from the curmudgeons to make a pick.  I would encourage HAV to take as much time as they want and try to get max value in trade offers for the pick.
