[IBL] Mark Buehrle records 13th season with 10+ wins

Mark Buehrle earned 2 wins in week 19 at SFP and at home vs GTY.  These 2
wins gave Buehrle, in his final IBL season, his 13th season with 10+ wins.
Mark, in his 16th IBL season, is also 9th all time in IBL wins.

When asked how he has succeeded for so long, he replied "Who needs to throw
100, or in the 90s, or even high 80s?  It is about hitting your spots and
making sure the hitters have to provide all the power themselves!"
