[IBL] pitcher usage

Since a bunch of people have been asking about this...

As part of moving to BF rules we also voted to change pitcher usage to a BF approximation:
( 3 * IP ) + H + BB

The Almanac usage pages are still referencing IP, I do not know when they will be updated to reflect the current rules.  Until Rusty is able to fix the Almanac you can use this usage report that I just created:
