[IBL] Is Free Agent Signing Open?

It's kind of nit-picky, but maybe we can amend the Constitution to say
Opening Day will be declared by the Commissioner after the year's card set
has been declared final? This is my 10th? year playing and we've never
started the third Wednesday in March anyway.
