PLAYOFFS

The Casper Ghosts rallied in the bottom of the 10th to tie, then in the
11th to win the first game of the IBLCS by a score of 4-3.

DIVISION SWITCH
--------------------------
The request by MCM and PAD to switch divisions was approved by over
two-thirds of the owners, so the division switch is approved.  Nobody
objected to the Commissioner's Edit, so section 1.5.4 of the Constitution
will be amended to clarify that teams may also petition to switch
divisions, not just to switch conferences.


DRAFT

year's
draft.

REVIEW BOARD

Thank you to everyone who volunteered to be on the Review Board this year.
I have chosen these three members to serve a one-year term:

George Blas (POR)
Alex Campbell (ODM)
Matt Sivertson (SEA)


PROTEST
--------------
There was an inquiry about protesting the recent trade between COU and BAL
involving two #6 picks in this year's draft for a #8 pick in next year's
draft.
I discussed it with the protesting owner, who said that rather than go
ahead with a protest, he would prefer that I make a statement about the
value of late picks to set precedent.

After giving the subject some consideration, it is my opinion that unusable
picks in the 6th round or later are of little enough value that trading
them for future picks is reasonable, even if the future picks are lower.  I
came to this conclusion after noting that nearly every year, some 6th round
picks go unused, and even a few 5th round picks go unused.

2014:  2 unused 6th round picks, 1 unused 5th round pick
2013:  3 unused 6th round picks
2012:  1 unused 6th round pick, 2 unused 5th round picks

If these picks had significant value, I don't believe there would be owners
willing to let them go unused with nothing in return, nearly every year.  I
do note that picks in round 4 and earlier appear to be valuable enough that
they are always used.

My opinion is not binding, as any owner has the right to protest any trade
on the
basis of fairness of compensation.  So if anyone still feels strongly that
this trade (or any other trade) needs to go to the Review Board, they are
free to file a formal protest.

CO-OWNER NEEDED

Kevin would like to find a co-owner who can play some or all of the games
for CSG, especially in April and May.  If you know anyone who may be
