[IBL] Vote reminder

This is a reminder to please send me your vote on MCM and PAD switching
divisions.  There are several teams who have not yet responded.

Also, if anyone would consider serving on the Review Board, please send me
an e-mail.  It seems like the same few people respond every year, and I
would prefer that we rotate the responsibility among more people.
