PLAYOFFS
--------
The Chicago Cougars defeated the Philadelphia Phantasm in six games
to win the AC Championship Series.  They now face the Casper Ghosts,
who advanced by sweeping the Gettysburg Generals in the NCCS, in
a rematch of the 2003 IBLCS.

TRADE DEADLINE
--------------
Tonight, January 31 at midnight, is the trade deadline.
No trades may be sent in during February.


DRAFT
-----
Teams may continue to make a pick when it is their turn until the
first Friday in February, which is February 6.

At that time, the Draft Administrator will send out the order for
the remaining rounds of the draft.

The draft will then continue with lists sent in for each round,
with lists due on Monday, Wednesday, and Friday.

If anyone would like to volunteer to be Draft Administrator, please
let me know.

There have been two corrections to the free agent list --
Juan Carlos Oviedo was listed under his old name Leo Nunez, so he
showed up as MIA Nunez.  He has been changed to MIA Oviedo.  Jeff
Baker (MIA Baker) was incorrectly listed as a free agent, but he
is actually on COU's roster.

I've been updating the order to reflect recent trades, but I may
have missed some, and the list is not official.  The official order
for the remainder of the draft will the the one sent out on February 6.

REALIGNMENT
-----------
Sean (MCM) and Nelson (PAD) have petitioned me to switch divisions
with each other.

The Realignment section of the IBL Constitution calls for a vote.  The
realignment must be agreed upon by two thirds of existing teams, and
unanimously by all teams being realigned.

It was pointed out that the Realignment section also says "Teams may
switch Conferences by petitioning the Commissioner."  This section was
added way back when the conferences had different designated hitter
rules.  I would like to make a Commissioner's Edit to make it say
"Teams may switch Conferences and/or Divisions by petitioning the
Commissioner."  If anyone disagrees with making this change, please let
me know.

Otherwise, each team please send me your yes or no vote on allowing
MCM and PAD to switch divisions.


REVIEW BOARD
------------
Each year before the season starts, we must select a new three-member
Review Board, which reviews appeals of trades and commissioner
decisions.  If you are interested in serving, please let me know.
