[IBL] 2014 mid-season ballot

The All-Star Break is coming up so it's time for the mid-season ballot.  If you have a ballot proposal please send it to me ASAP.  Please keep in mind that ballot proposals will not take effect until the 2015 IBL season.  The purpose of the mid-season ballot is to give owners more lead time to react to the effect of the rule changes.

Proposals must reference the relevant portions of the existing Constitution along with proposed changes.  Take a look at the previous ballots if you are unsure about the proper format for a ballot proposal:

FYI, there will be proposals for switching to BF-based rest/fatigue and utilization of the combined "lf/rf" OF rating, so there's no need to send those in yourself.
