[IBL] comments on mid-season ballot

I'm afraid I don't understand this distinction regarding a "moving target".  If we vote to accept the current BF rules, there's no guarantee they'll ever be changed, so why not allow a clear improvement to be voted on simultaneously as well?

"If bad IBL pitching staffs are facing around the same number of BF/game as bad MLB pitching staffs then why is there any reason to think that an IBL team would run out of BF-usage?"

MLB teams have a much larger set of resources to draw those innings from (40 man roster; four+ levels of minor leagues).  IBL teams only have 35 slots, so even if an MLB team never took a player off their 40 man roster, they still have 5 more slots to get those innings from.  Hence my question about how many pitchers those bad MLB teams used coated to our bad IBL teams (actually, *I* was one of those bad IBL teams last year!  It was pretty much just set it and forget it on pitching usage.)
