[IBL] 2014 mid-season ballot discussion period

I've incorporated your feedback on the draft ballot, it should be considered final at this point.

We'll now have a discussion period running through the IBL real time off-week, with votes due on Monday 8/4.  If no objections are raised to the Commissioner's edit it will be implemented as per 1.2.2.

Note that 2014-10a/10b are mutually exclusive, everyone should indicate their preference when voting.  If both pass, whichever receives the majority of preference votes will be enacted.

Voting instructions will be sent out later this weekend.
