[IBL] Draft and Transaction deadline

The list for all remaining rounds is due Friday morning so that will wrap up this year's draft.

You may send in your pending trades immediately after the draft ends.

However, the first deadline for free agent pickups will be the SECOND Tuesday after that -- Tuesday, March 11.
I don't want the Registrar to have to process a glut of trades and free agent pickups at the same time.
This will also give everyone time to double check their rosters and the free agent list before the first pickups.
