[IBL] February reminders

1) Trades are not allowed in February, though they may be agreed upon now and reported after the draft.  Please be aware that unofficial trade agreements are not enforceable.  After the conclusion of the draft the Registrar will send out an announcement indicating when it is OK to submit your trades.

2) Once teams hit the 35 player roster limit they cannot continue to draft.  All unusable draft picks will be removed from the final 2014 draft order, which will be sent out on Friday, February 7.

3) Teams may continue to announce draft selections until Friday.  Drafting by list starts on Monday, February 10.
