[IBL] emergency activation questions

Again, the word "replace" can be changed to "de-activate" if this is really causing confusion.  Before doing it I'd like to hear whether anyone else thinks it is a problem.

Brent, do you realize that this point about Mauer only makes sense in the context where "replace" means removal from the active roster?
